Pre-Order Inspection Report
Dongguan Jinpeng Hardware · 2026-05-14
Section 1
Executive Summary
Non-specialist summary of findings. Sufficient for an immediate go / no-go decision.
Verdict · Conditional
Proceed — subject to two conditions before deposit release.
Dongguan Jinpeng Hardware is a verified, legitimate manufacturer with 3 active production lines and 8 years of export history. However, stated monthly capacity (8,000 sets) is overstated by approximately 40% versus observed throughput — raising delivery-risk concerns for a 1,200-set order placed during peak season. QC documentation is also absent at the in-process level. We recommend proceeding only after capacity confirmation and a written IQC commitment.
Top Strengths
Confirmed genuine manufacturer — 3 active lines observed
Business license valid, no litigation or admin penalties
8-year export history, CE certificates on file for relevant SKUs
Items to Monitor
Capacity overstated 40% vs. observed throughput — peak-season risk
No documented IPQC procedure — verbal only
Paid-in capital only 40% of registered (¥1M registered / ¥400K paid-in)
Recommended Actions
Require written monthly capacity commitment before deposit
Negotiate 30/40/30 payment terms (not standard 30/70)
Book In-Progress QC at ~50% production to verify materials

Production Capacity & Infrastructure
Can the factory actually fulfil the proposed order on time?
12
/ 20
Stated Capacity vs. Observed Throughput (Sets / Month) ~56% actual
Stated: 8,000 sets/month  ·  Observed: ~4,500 sets/month (2 of 3 lines running)  ·  Peak-season risk: HIGH
Active Lines at Visit
2 of 3 lines running · Line 3 offline (motor servicing, 3-day downtime stated)
Note
In-Production Items
Confirmed: SS frying pans (matching product category) · Consistent with scope
Pass
Delivery Risk (1,200 sets)
At observed capacity with peak-season loading, 1,200 sets in stated 28-day window is tight. Risk of delay: MODERATE.
Caution
⚠ Auditor recommendation: Require written capacity commitment letter and a daily-production milestone schedule before releasing deposit. Escalate to condition #1.

Section 6
Conditions for Proceeding
1
Capacity commitment in writing. Factory management must provide a signed letter confirming 1,200-set capacity within the 28-day window, with a production milestone schedule (quantity by Day 7 / 14 / 21). Failure to produce this document should suspend deposit payment.
Before Deposit
2
IPQC procedure to be documented and shared. Request that QC manager provide the in-process inspection checklist and AQL standard in use. Acceptable if basic; unacceptable if completely absent. Absence elevates In-Progress QC from recommended to mandatory.
Before Deposit
3
Restructure payment terms to 30/40/30. Standard 30/70 gives buyer insufficient leverage given capacity concerns. Propose: 30% deposit → 40% upon In-Progress QC pass → 30% upon Pre-Shipment inspection pass.

FAQ

Frequently asked questions

How soon can an auditor visit after I place the order?
We aim to schedule within 3–5 business days of your order confirmation. For factories in major manufacturing hubs (Guangdong, Zhejiang, Jiangsu), scheduling is typically faster. Rush visits (within 48 hours) are available for an additional $80.
Does the factory know we're coming?
Yes — we inform the factory in advance. This is standard practice for supplier audits and is required to ensure access. Our auditors are trained to identify discrepancies between what a factory stages for visitors and what their operations actually look like day-to-day: unlicensed subcontracting, idle equipment, workforce gaps, and understated capacity all show up under close inspection regardless of preparation.
Can I get a refund if the factory is rejected?
A "Do Not Recommend" verdict is not a refund condition — finding a serious problem is exactly what the service is designed to do. If the factory refuses entry and the inspection cannot proceed, we refund 90% (deducting actual travel costs incurred). If you cancel 24+ hours before the visit, we refund 70%.
What if my factory is outside Guangdong?
We cover all major manufacturing provinces including Zhejiang, Jiangsu, Fujian, Shandong, and Sichuan. Factories within 50km of our inspector travel at no additional cost. Between 50–150km, a $30 surcharge applies. Anything further is quoted in advance — typically $60–$100 for actuals, always agreed before booking.
Is this different from a standard third-party QC inspection?
Significantly. Standard QC companies check whether finished goods pass AQL sampling. We assess the factory itself — legal entity, financial health, capacity, workforce, management quality, and fraud risk — using a credit-risk framework developed from 500+ factory visits and a background in Big Four audit and bank credit. We also give you a clear Recommend / Conditional / Do-Not verdict, which most QC companies explicitly avoid.
